This sorta reminds me of a dress someone may have worn to the Country Music Awards in 1975. I get that weird Southern big sleeved vibe.
Remember the dress Stella Mc. designed for Kate Hudson when she won the Oscar for her role as Penny Lane in that Cameron Crowe film whose title is escaping me at the moment? Same kind of thing.

So Edwardian! (Or is it Victorian?) It reminds me of the narrow, high-necked, tiered lace, banded dresses from the '70s. Only without the lace.

I love the 30's/40's vibe to it. The fabric looked interesting(like a fancy tie dye)to me.
